QUICK question... having just picked up my (new to me) 03 S...it has the sport package with the rally lights. QUESTION... the rally lights ONLY WORK when the HIGH BEAMS are on...CORRECT? Or is there a way to have them come on when the low beams are on...(like the driving lights)..?

If I recall correctly, the factory installed lamps only work, as you've discovered, with the high beams.
I believe it has to do with the fact that the rally lamp relay draws it's power from the wires leading to the high beams. When I installed an after market set of lamps the instructions were very specific about wiring the relay to those wires. I seem to remember that it may be possible to rewire things to the low beam wires and then, at least theoretically, the lamps should work with low beams.
I'm drawing on distant memories here so I may be wrong, but I am sure that the aftermarkets were wired as described.
Hi I had the same issue with my Mini, Spots installed by the Dealer. They are wired to work only with the High Beams, reason being the law in Canada does not permit you to have 4 Spot Lights on at the same time additional to the Headlights. ie" Headlights and built in spot/fog lights(factory) =4 on the low Beam, therefore Headlights plus added Spot Lights=4 on the High Beam. I knew we were close to the Canadian border here, but didn't know the "light law" was in effect.... I know the lights are bright but didn't expect them to be seen all the way across Lake Ontario...
